Made by Enchanters(any religion) the Ivory has to be imbued by a Tribunal Shaman of lvl 34+.

Im not sure if it is actually worth making this item - might be worth it at cost but Ivory has better things to be used for.

Actually imbue ivory is in fact a level 29 shaman spell, not 34. Only barbarians can be shamans of the Tribunal, so just do a / all barbarian shaman 29 65 to locate someone to imbue ivory for you. (Note that on Sullon Zek barbarian shamans may also worship Mithaniel Marr. But besides SZ, all barbarians shamans are Tribunal followers).

Yes, only followers of the Tribunal can wear.

You have to be a worshiper of the tribunal to be able to enchant/imbue the ivory... not sure about the diety item wise
Any enchanter can enchant the bar. You only have to be a Tribunal follower to imbue the ivory (in fact you have to be a Tribunal following shaman to do so). Any jeweler can make this, but you have to be a follower of the Tribunal to wear it.
