Judging from the fairly low stats, and unknown origin of these items, I would assume they are the rewards for the various PoK newbie armor quest trials. Since Iksar don't have traditional newbie armor, and yet all classes and races do via these quests, I'd say it's a safe bet...
That's my guess as well, but until someone actually knows, we won't post it.
*grins* Well I'll get an Ikky Beastlord up high enough to get one of the quests, then let you know.

Alright, made an Ikky Beastlord, got him to where I could do the tasks, did the first task, and yes, the clawscale items do indeed come from the various PoK armor tasks. Children of the Fay yields the Clawscale Wristband, btw... haven't really done the others to check them, though.

Incidentally, most of the items available through these quests are also available through class-specific, race-specific newbie armor quests given out in players' home cities, but we don't have any write-up for the quests for iksar beastlords if there are any. Iksar and Vah Shir lack newbie quests, with two exceptions. Iksar Beastlords do have some quests (Listed in the Cabilis East Quest Section under... I believe Armor of the Patriarch), and Vah Shir Berserkers have their own newbie quests, as do the other Berserker races.
Conversely... Froglok Rogues, Shadow Knights, Necromancers, and Innoruuk-Clerics have no newbie quests, and can only attain their armor through the PoK armor quests (although the rest of the Froglok races and classes do have their own).
