I get a message periodically from using this weapon. Something about I don't possess sufficient will to weild this weapon. What does this message mean?

The message means that you are not of a high enough level for the weapons proc to take effect. Used to annoy the hell outta me

I use the Velium Rapier in my Dual Wield combo.
As with all Velium Weapons, it procs at level 25.
This particular proc "Velium Shards" is a 12pt DD SvCold (I saw it once go for 32pts in my log file, but I think it was a bug). It goes off for me 3-4 times during combat in my main hand and 1-2 times in my off hand.

They proc around level 25 for 12 direct damage , save vs cold I believe.

I have this weapon... and I used it at level 9 or 10 I believe... It procked a lot. , though the delay was too low for my tastes.
