Not any more, it's not. As of a recent patch, you can no longer cash-forage. These have been replaced by Sundered Battle Shards according to recent patch notes. I'm guessing the (currently unlisted) new item sells for about 2cp instead of 210pp, if it sells at all.

This is used for making Battle Bolts and Battle Gears both 102 trivial in smithing, thos are both used to make Battle Bow Cam 75 trivial in tinkering, the cam is used in fletching (items trivial from 198 to 342

These also drop of goblins and orcs in Sverag, Stronghold of Rage. Had 2 in 2 hours just running around the inner walls.

Drops in razorthorn also, seems to be 1 or 2 drop per 6 hours, off random mobs
