Umbral plains was the place for me.
I tried killing 10-20 in Maidens Eye and saw nothing. There are a ton of assassins in UP, and I got several on the first clear

cleared whole shadow fort twice in ME not a single one. on my way to griegs, so far in umbral plains got 2 out of 3 kills but not very many up.

i cleared whole zone of Akheva Ruins, dont waste your time not a single drop from anything.
Here are the results of my experimentation with this, stay tuned for edits...
Akheva Ruins

Grieg's End
They definitely drop from "a shrouded willsapper", and confirmed the 1 in 5 drop rate mentioned earlier.
The "two rooms" description below is apparently referencing the tombs on the Dawnshrowd side of the zone, however, it fails to describe the giant room before you get there where most of them spawn. I did not explore the other side of the zone but suspect there are more at the tombs on that side as well.
At levels 63-65, my Berserker was able to average about 12 min per clear of the big room and the tombs; be careful of Intimidate as they will pull the surrounding rooms, slowing you down.
Respawn rate is closer to 12-15 minutes, not 5 as suggested earlier.
Maiden's Eye
I was originally going to skip this area thinking "Xi Vius" and "Xi Xaui" would be named NPCs (note the lack of "a"), however, they are not and there are a ton of them closer to the Umbral Plains connection.
I didn't stick around long after discovering that they heal, though. So, I'll report back when I can kill them faster.

I'm guessing there were more people camping the house frame at the time the post about that location was made. There is not a mere 5 "a Dark Assassin", but a small army at that spot (SE part of the map).
They were hitting a bit too hard for my healer merc to keep up once I got 10+ on me, which happens fast if you're not careful. I might give this another go later, heading back to Akheva or Grieg's for now.
However, early results suggest the drop rate may be significantly less than in Grieg's; 0 in 10 kills, but could just be my bad luck.
Vex Thal
I'm definitely going to head there to try and to figure out which "trash shades" drop this.
But it won't be right away, as I suspect I'm going to want to be able to handle UP first.

Hunter in which zone? That's kind of an important bit of information to anyone looking to farm these.
Akheva Ruins room by the Sacrificed Remains. Only 5 mobs but average one drop per clear and its a 5 minute respawn.
Too many shades, letting EQ Item Collector sort it out.

Umbral Plains. PoK>Nexus>DSP>ME>UP then it's a short run to an area with a house frame (not a ruin but it's as if they got the frame and fireplace up then just stopped building) with four Dark Masters inside. The Dark Assassin's move randomly near the house frame and have a respawn time of about twenty mins. Best thing for my Mage is to park the pet on a hill and pull the lot to him. You'll get the occasional add so watch out. Everything is grey at lvl 80+ so my pet just kills one at a time and moves to the next. Only had one problem when there's so many the DPS started adding up; not worth it having your healer merc up for me but might for you. Only hassle is boredom waiting for respawns. Personally I logged, found something to do for about twenty mins and then relogged and pulled them again. I netted about half a dozen Essences each cycle. I tried Maiden's Eye and Akheva Ruins and only found one drop after about an hour while after a couple tries I've got almost a full stack (twenty drops).

Does this only drop from mobs in a specific area? I must have killed over three dozen Xi Vius and Xi Xaui last night with out a single drop. A real PITA for a supposedly common drop.

They drop rather commonly from the mobs listed in Akheva, although there are only a handful of such mobs. (In the same room as the altar/sacrficed remains.)
