I just don't see how caster gear can suck this badly in the most insane zone in the kunark expansion. If you're standing you can't med without a horse, if you're swinging a weapon on a horse you can't get the standing med bonus.
Just a thought, but seeing how its a wizard only item I been wondering if its triggerable. Also note the difficulty of getting it. Proc weapons usually have a lot better delay. The 12 int and 60 mana are nice, it prolly covers the mana loss cause it is a 2hb but you can prolly find something with more mana on two items at the level or requirement. There are a few wizard only items out there where it is a right click effect direct damage, I'm guessing this is one of them
