If you purchased the boxed set of Prophecy of Ro, you have an Ornate Barding available if you type "/claim #," where # is the particular number corresponding to the Prophecy of Ro reward claimable on your account. This summons a very slow (but free!) horse.

When you type "/claim" in the EQ client, a window comes up making this process a little easier.

WARNING: If you attempt to claim an item from this window and you do NOT have a primary inventory slot free, it will produce an error AND reset the item selection to the FIRST ITEM in the list (at the top)

Those horse speeds you listed are old estimates and are very wrong. Here are actual speeds:

7% Rope horse/small drum (9k)
43% Leather horse/medium drum (30k)
78% Silk horse/large drum (60k)
114% Chain horse/giant drum (100k)
150% Ornate chain horse/glowing Drum/Paladin/Shadowknight AA horse

And drum mods make bards travel much faster, up to 156%.
Not bad

I have both the Robo-boar and this, I agree it could have looked a little better on the "deco" end of things, but hey it was free with the Ro expansion! I don't think you can get it any other way the the Expansion

I don't think the boars look bad, noisy some, but funny.
other way

Is there any way to get this by any means other than purchasing the boxed set of "Prophecy of Ro"?

This barding looks terrible, unless you happen to be playing a female character, and want the "my little pony" look. Luckily, you can take this back off your fast horse, by putting it back in the barding oscillator.

Rainbow colored bridle looks like parade dress for a female noble's horse, not battle wear for a warhorse.
