The Shuriken is available for purchase from Indanrian Lyshius.
This vendor is a Merchant, who stands in an alcove on the exterior of Groflah's Forge in West Freeport. If you leave the entrance of Groflah's Forge, hug the right wall of the building, and this will be the first vendor you see.
Note: This vendor also sells other throwing weapons.

He sells them for 1 Silver same as others.
As of today, April 12 2012 after patch this is no longer available on merchants in Qeynos and Freeport monk guilds,
EDIT: Just realized I was trying to buy with my druid and had only items I can use checked. O_o

this item can also be found on Merchant Asamu as you come in from Blightfire Moors, in Crescent Reach, loc -1355.04, -1627.60. He is on the first floor and has all kinds of thrown weapons, throwing knife, shuriken, combine throwing knives and shuriken. He also has throwing spears and throwing axes, so we have our basic supply through him.

Sells in EC at the far right hut, there is a task master in there, she's a human lady and sells shurikens :o

Always have been, by vendor in the rogue guild upstairs over the Halas bank.
Klok F'ishtai in the dreadlands also sells these, neutral faction to all, by the combine spires.

There's a weapons merchant in the monk's guild who sells these and the throwing knives. Sorry can't remember name atm 8^)

Found these in the Bazaar from the PC Traders there. Just type /bazaar and it will open the search window and do a search for shuriken.

Hmmm... one day (yesterday) I was happily adventuring in Shadow Haven and I noticed NO MERCHANTS SOLD THESE THINGS!!!! So my adventure quickly became sour after 2 hours of searching (repeating some vendors, i aint perfect!) But still there has to be some vendor in SH/Bazaar or neighboring zones that has to sell these!! They are too useful to not be sold!!! Can anyone tell me the closest place to buy these things on Luclin that is near SH or Bazaar? Please???? :)
I sent in the correction to Alla's a couple times already, but apparently it's not real high on their list of priorities right now, so for the record, it is beastlord useable.

you can go to the over there and there is an iksar merchant by the mudpit and she sells them for like 2gold

And your point is what? There are 2 classes that are going to use throwing weapons consistently enough to have to buy them in quantity. Monks and Rogues. Both can sneak to make the purchases. My only complaint is that the list of merchants is so lacking. Ponilia Quickfingers out in East Commonlands after all these years should at least be at the top of the list.
an idea for a future patch...shouldn't one be able to retrieve at least some thrown shuriken from dead targets? i understand the star is lost if you throw and miss, and some will have been damaged or broken piercing the target's armor/skin/hide, but shouldn't some of them be reusable?

Theoretically, shouldn't the same thing be true of arrows too? Well, don't want to take reality too far. Weapons would rust and wear out, bow strings would break, bard instruments would get out oft une and be less effective, etc. People hardly ever argue for item decay, so none exists (except for fishing poles, food and water). The fact that throwing items and arrows aren't reusable balances this out.

Two places I know of; Rastok sells these in East Cabilis in the monk guild, and Klok G'rshai sells these in the Overthere by the pond near a sarnak fort at pos 2211, neg 2909. Both are iksar, but Klok G'rshai is indifferent to non-iksar, so you can shop from her if you don't have good Cabilis faction. She charges more and pays less than most merchants, but isn't as picky about who she deals with.
P.S. Sorry for ******** up the price on this, I meant to enter 0.013 pp, but it ignored the leading zeroes. These cost between 2 to 3gp per stack, depending on charisma and faction.
Edit: These are also sold in the Firiona Vie outpost; at aprox neg 3200, pos 3000. So that makes THREE places on Kunark you can buy these.
