Proc rate sucks really. But, it's fun. Just remember not to melee with stuff mezzed nearby.
Someone asked the graphic - it's a small silver stick with a knob thing at the end of it and it glows with a bright blue particle effect.

I know I'm digging up an old post but this persons comment is misleading / incorrect.
There is no modifier to this weapon and it is a standard proc rate, it is a caster item, so it is to be expected as they lack many of the same skills as a melee class and thus won't have the same proc frequency as a melee class.
Generally, caster items have a + modifier to proc but considering this is an AoE based item, it seems common sense to have not +% modified the proc rate.

This has a very high proc rate. Very Rare might be an understatement! Ungodly rare is more like it! Drop is about 1/20 for a pain in the rear mission.

High proc rate, like EarthShaker, but for caster group class
Cast time? Very rare as opposed to "common" (since no one has posted)? graphic? etc.

It's actually a combat proc. Not a click effect.
