I recently Dinged 55. Since Zigan Ribshard is still up in PoK I donned my Cat costume (Vah Shir potion) I got for making pumpkiny treats. I destroyed my Calcified Bone Mask of Horror and Hailed Zigan. IT WORKED! He gave me my new upgraded Solid Bone Mask of Horror. If you recently Dinged to the new level mask range it should work. Hail him first and see if he says the "Here is your mask" text, if so it should work. Good Luck.

I can verify Merf's statement as I upgraded my Solid Bone Mask of Horror to the Bone Mask of Horror this morning for my 65 warrior.
I can't say if this is "working as intended" but it is working as this point.

This was the reward given on completion of the Halloween 2005 tasks to a level 61.
