I'm noticing something interesting in Unrest. Several times I have gone there, and there has been a PLAGUE of death beetles. Tons of them. The entire courtyard, minus about 4 mobs. I'm thinking that the going theory is that any spawn cycle that has a death beetle does NOT have a scarecrow. I'll test this out some time.

Also drops from scarecrows in West Commonlands, at the "derv" camp just north of the druid port in. There are about 5 to 7 spawns with about a 3-5 min spawn timer. They may only be there as long as the halloween event is going on though. just watch out for the werewolves.

If you are are high enough level, you can go to the instances version of Unrest. Here's the task.
I've seen as many as 4 scarecrows in the yard. Sometimes there may be one or two in the hedges. If you have a tracker, you figure out how many are there. Kill them, remove the task, and start it again. Sure, it's a pain. But it's better than paying those people who are farming this stuff right now.

There is the Karana's... there is Unrest... and there is another place. Good luck finding it. Ill post the location in a couple weeks... mwahahaha.

hmmm, you do not mean shakey in RV? He is a ***** to kill will all the adds.
Also there are the Samhains in Plane of Fear. Do they drop the flesh? Hard to farm them with 8 hour spawn and that zone being so tough except for most high level toons to solo. But if you have time, and they drop it there are probably a half dozen of them in PoF.
There must be another pumkin head mob someplace, will have to try and remember.

Where can I find this item?
Unrest is one place, but it is currently Uber camped, most of the time.
