angrick if you look at the item it's a head item not a shoulder item so of course you can't use it if you have a head item on now

My 45 Ranger bought one in the bazaar. . . . can't use it.

No messages. . . just won't insert on Shoulders. If I drop in center, it goes to inventory.

I'm two levels above its reQuirement. . .

Maybe its bugged?
