This dropped for me off of "a Ragepaw primal one" in Undershore. Not a really high level mob, but Guyyug was right, they do drop here, though rarely.

I would set this drop as

dropped off a Xillsfar prelate in stoneroot today.
I am sorry, I didn't note which flavor of ragepaw dropped it, but I got one each from two ragepaws while killing ? 100 or so ragepaws in search of other loot. So not a common drop here, but not super rare either. I was in the very north west corner of the zone, pulling singles that were all level 60 and above. The greens to level 75 (level 55 to 59) along the east side of the ragepaw area did't drop one in ? 200 or more kills done for a quest a few weeks ago. So if you want Shimmering silk you need to go for the higher level ragepaws I would think.

okay i killed like 30 witherans and got no silk so just how common are these?

Merchant offers 300pp for Shimmering Silk. Two for sale in Bazaar for 4500pp each. Does anyone know what they are used for?
You can use them to make a Chronal Seal: 1 x Chronal Water + 1 x Platinum Thread + 1 x Seal Pattern + 1 x Shimmering Silk + 1 x Vial of Purified Mana (tailoring, 302).
