Perhaps the class restriction has been removed? Just made this on my Gnome Cleric with tinkering 297 (failed 4 out of 5 tried, but I DID make one.) Was on a TLP server during Rain of Fear era.
Despite being able to do the quest, and make the box, you cannot do combines in this unless you're a Mage/Wiz/Enc/Nec. Which is super lame honestly, since other classes can do research. They made a lot of stupid decisions in the old days of EQ.
This page isn't showing the same recipes that this item does https://everquest.allakhazam.com/db/item.html?item=45031. This caused me much brain farting to figure out what was missing.

Containers don't show what recipes they are involved in when looking at their item pages. This is on my TODO list to change in the future.
