Got a Scroll of Scaled Tactics off of a regular bone dragon in Dragon Necropolis. It is Lore, magic, and no drop. That is the scroll you need for this bracer.
I picked this up in Kael for guess what.. Nothing... Level 45 Wizard running around with my guildies killing some giants... talk about a sweet sweet deal...
I think this is a great piece for wizards. INT and DEX are a must, and STR never hurts for carrying that extra loot. As far as the focus we really only have skins and portal frags, but every bit helps. I payed 4500 on luclin for this, i've since seen it as high as 8k. dunno if i payed to much, but i dont really mind. a fine piece by my book.
I think someone was a bit confused on the pricing system in bazaar, but I just picked this baby up for 100pp on my Necromancer. One hundred platinum my friends, my very own heart attack-inducing deal of legendary proportions. So I'm faced with a dilemma. Would I be better served to sell this at going price (approx. 5,000 but I'm not sure, feel free to correct me) on my server (Luclin) or should I cling to it like my mother's teat because it just so happens to bump me up to 200 int on the nose?

depends on what kind of needs you have... it's a great item for a necromancer... int, neg cha, and saves on bone chips - keep it if you can, sell it if you must
just because someone has posted an items value as 20,000pp does not mean that it is worth 20,000pp to everyone else. i wouldn't sell mine unless i was offered 100kpp for it; whereas, say, a rogue would find this item completely worthless and would immediately try to sell it. thats the way VI intended it, so thats the way its going to stay.
I am a rogue and I was looking for a new bracer and I came across these and thought they were nice. Looked at who can use and how much it is and just about died of laughter. Why would a caster want one of these (compared to other things)?! What caster would pay 20k for one of these?!?! Stupid spooty Verant.
1) the int helps with your mana 2) the strength helps you carry stuff 3) the dex helps with your channeling 4) the ac (albeit wimpy) helps you absorb damage.
furthermore, you should be aware the 50+'s casters goal when buying equipment is to stuff as much int as possible into a single slot. this is because the caster would like as many slots as possible free for ac/hp/mana/resists/ect gear. this bracer fufils that desire adequetly (although not terrificly, as the wrist is a popular resist slot for casters and it doesnt give *that* much int to make it worth it to some casters.)
therefore, with that in mind this bracer is just as good for me as it would be for you. actually i was just thinking how 2 ac is really crappy for me (a mage). if the ac is crappy for a mage, then it must be that much worse for a rogue.
i traded a gbs for this.. I saw that my primary slot could be more effectively used,and at level 25, i would not be finding many other wrist slots with 7 int, regardless of the str/dex. i saw it was worth 20k, and he threw in 1100pp. thought it was a good deal
Why would ANY caster put this on instead of a blue diamond bracer? When you can do this quest your INT will be maxed anyways. The AC will not do anything...str and dex is ok, but will not make up for the sweet resist you get from th BD Bracer. My friends, THAT is MY 2cp. :)
For one thing, it's not often that I am in a situation that my 90MR with just normal gear isn't good enough. I keep resist jewelry on me just in case I need extra FR or CR or something but it's been a long time since I have not resisted a grav flux in Hate or Kael or something. Saying int is useless is just plain stupid. If high level characters diddn't need int, we'd all have our base int. Sure we have 200+ int but.... we have to GET to 200+ int first. I like high int items like this because it allows me to drop other lower int items for health/ac gear wich I find MUCH more useful for day-to-day use than resist gear. Yes, if I am going to be fighting Faydedar, I load up on fire resist gear. If I am going to Fear, however, I keep my ac/health gear on. It saves my life countless times more than higher resists for spells that are not cast on me and weak AoEs that I resist even without specificly trying to get resists up.
Yes, I drop this for select encounters with uber mobs where the AoEs are particularly nasty. Using resist gear for every day use, however, unless you live in ToV, or something, is just stupid and you're wasting your slot. When you're sitting down and a loathing lich takes a liking to you, it's not resists you want.... it's health. This bracer is amasing. Even more amasing, however, because I am an iksar. I don't know of a higher int bracer that I can wear that isn't a super rare drop off an uber mob. Very few of those, even.
Or why not use two BD bracers? That totals 18 sv all, 22 to cold, and 60 mana... Besides, 20K? Just buy a golden bracer!! That is 5ac 7str 7int... and much much cheaper.
Iksar can't wear the Golden Bracer and 7 int is greater than 30 mana when under 200 int. The resistances do nothing for you if you aren't getting cast on or the spells do very little damage or you already resist the spells. I agree that this is a very specific case but you are replying to a post by an Iksar necro so I am just trying to answer your questions from that viewpoint.
first off the int is great for obvious reasons, the str isnt the greatest bonus in the world but it never hurts, and dex is good cause dex is the stuff that helps ya get that message...you regain your concentration(or however its spelled) after youve been smacked for 180 which is always as you all know very good....only thing i dont really like is the ac a lil low for my taste but hey im a necro...what is ac after all. =) well thats my 2 cp hope that clears up some questions a few of ya were askin
Hm. This is a pretty nice item. Never a problem with 7 int. But the strength and dex are fairly useless. Of course, they'll drive the price up, even if we're not gonna use them.

Ummm.... str is nice so you can carry more, I assume you are a DE and low level at that since you don't have a prob. with weight yet :), and the dex is good also nice having. Don't ask me why cause I don't know. Just have a few high level necro friend telling me it is.

Anyway just wanted to tell you I want the int, but the STR is damn nice having for one who starts out with 60 str.
I got a Scroll of Scaled Tactics from a Dragon Construct and when I turned it in I got this wristband. I was kindly when I turned it in so I don't know what faction you would need.
I posted this item. I got it from a friend who said it was a quest item involving Dragon Necropolis and Kael Drakkel. Sry I dont have any more information. It is a black bracer look when worn.
This is a pretty nice item, but they should have added something better than STR and DEX to a caster item...but it's just Verant's way of adding stats. Of course extra STR doesn't hurt for casters, but eh...
