You mainly need two factions for this:
1) Knights of Truth: The paladin guild in West Freeport. To get this up, go to East Freeport, and head towards the Freeport Militia House / Militia HQ in the southwest of the zone. Slaughter the guards and guildmasters, and Sir Lucan in the house about 3-4 times; enough to get around 20-25 Damaged Militia Helms. Now return to the Knights of Truth temple in WFP and turn them in 4 at a time to Theron Rolius for a major faction boost (should put you at warmly or ally, you also get faction for doing parts of the quest), along with what you got from killing the militiamen. This is the quest I'm talking about. You will quickly become scowling to the Freeport Militia, but that's pretty much part of the quest.
2) Priests of Life faction is also part of the quest. To raise this, simply complete this quest in North Qeynos with vendor-bought Bone Chips, for example from the gnome lady in Brell's Rest. I turned in around 2500-3000 bone chips to go from apprehensive to ally.

Is is Rechagable?

Back in the day (1999-2000) it was not rechargable. After the charges were used, I would destroy it and repeat the quest to get another one. I don't know if it is now days.

i did the turnins for this quest on amiable faction. i turned in a total of 900gold before he would accept it, he didnt eat the turn-in at indiffrent faction but still be careful.
Just to put a recent comment on it, I did the turn in today for the Soulfire at Kindly faction with Hayle. Was plenty scared it wouldnt be enough and my items would be eaten, but all was well.

I have just completed the soulfire quest at level 38. Seeing most of the posts here are old let me update the quest and make it as simple as possible.
STARTING THE QUEST.
If you are looking for the roleplaying experience, then by all means start with Katrina Plossen (Hall of Truth). Please keep in mind the quest is still bugged, and items will be eaten.
FAST TRACK QUEST
Head to Searfarer's Roost in East Freeport. Buy 4 Drom's Champagnes. Wait for the homeless looking guy to spawn (Forget his name already)
DO NOT KILL THE PLACEHOLDERS
They will wander off on their own - they do not affect the spawn time.
Once you finally get the guy go ahead and give him the champagnes unstacked - you get the blanket.
Go To the Arena and give "A Prisoner" the edible goo, the drink, and the blanket
HIGH HOLD KEEP
Go to HHK. Give the assistant the key. Take the letter
East Freeport
Head to the milita house with a few friends. Realize before doing this your faction with East Freeport is over with as soon as Lucan dies. Kill the guards on the lower levels and across the top - makes killing Lucan easier. With a Shaman and Beastlord (Both anon, I think they were 75) we dropped him quick, then dropped his undead. Loot the Testimony of Truth. Hand the testimony of truth to Valeron Dunshire to recieve the Brilliant Sword of Faith.
Castle Mistmoore
I had read a TON of things about Xitol - it's this simple - go to Mistmoore. There are a lot of mobs that will add no matter what - bring a friend. Make your way to the "Spa Room". The PH is always a Mistmoore Guard (DE Naked Chick)
Kill, repeat, kill. Took 11 Placeholders. Loot the glowing sword hilt
West Freeport
Invis past the guards and head to the Hall of Truth with the following item
A Spider Venom Sack
A Cloth Shirt (Merchant Sold right inside West Freeport)
Hail Merko - tell him your a squire. Get the note for Altunic. Head to the Commonlands and give Altunic the note. Then give him the shirt. He gives you the token.
Hand Merko the token. Hand him the venom sack. Then hand him Altunic's token, and the token he gave you. This will spawn Guard Willia - who is in a cell in the basement. Hurry up and get down there - ROOT HER FIRST!. Kill her, then loot the final token.
Turn in the token to recieve your testimony.
With the Sealed Note, Glowing Hilt, Brilliant Sword of Faith, and Testimony, head to Qeynos.
Qeynos
Find what's his name, umm, can't remember - the roaming guy outside Qeynos.
Hand him 2 hold pieces. Repeat process. It took 1800 to get Kindly faction. All you need is kindly faction.
Take all of these items to South Karana
South Karana
Find Brother Hayle. Hand him the letter from HHK. Then hand him the letter he gives back, the testimony, the sword of faith, and the hilt.
RECIEVE SOULFIRE!!!
A note concerning the quest
Most of us are never lucky enough to organize a raid against Lord Nagafen or Vox. For a flaming sword to feel great about your Paladin, and just overall awesome item, go for it. The faction turn in for gold took forever, but the rest was fun.

for the ghoulbane, ***** the quest. go to felwithe and kill the paladin in the mage guild in the back room. guards dont assist, and killing him doesnt harm your felwithe faction, and hes a panzy. he will summon, but does NOT cast cheal, LoH or stun. my 72 rogue killed him while unbuffed. had my pally camped in the room, then looted sword.
for lucan, you can just pull him to the wfp zone and hit him with a dot from a friend, have him zone out while you keep an eye on him, when he dies and the undead lucan comes out, have ur friend come back out and repeat, then loot. this method should leave you with no faction hits, if you care about ur militia faction, because it WILL go down A LOT. went from amiable to threatening upon killing him.
for the SK troll in MM, his ph is the naked DE labled: "mistmoore guard", or something to that effect. had to kill her 5 times till he spawned, but luckily the spawn timer is quick. hes an easy kill. tackled him with a 50sk, no sweat, no life taps. as i stated above, he is in MM, not Lfay. he was only located there temporarily.
for KoTruth faction, theres a bard at the grub n grog near the bar that you can give 2gp to at a time for 1 faction hit. keep in mind that the scale is this:
-2000 to -751 ...scowls at you, ready to attack
-750 to -501 ...glares at you threateningly
-500 to -101 ...glowers at you dubiously
-100 to -1 ...looks your way apprehensively
0 to 99 ...regards you indifferently
100 to 499 ...judges you amiably
500 to 749 ...kindly considers you
750 to 1099 ...looks upon you warmly
1100 to 2000 ...Regards you as an ally
it takes awhile, and a lot of gp, depending on ur status, but its worth it. plus, once you max out ur faction with the knights, you get a suffix-"of The Truthbringer". all you need to do is max it, then near the pok book, outside of fp there is an npc you simply hail and hell give it to you. but, if you dont care about the suffix, then kindly faction should do the trick.
for tokens: Altunics house is near the inn across from orc camp 2, i believe, in the northern half of the zone, slightly east from the middle. squire narl will eventually come from the path leading through the inn, and he will be heading in the direction towards fp. before you give him the note, you might want to procure yourself a "cloth shirt", not small, not large, just a "cloth shirt", sold at an inn on the most western part of the zone. while youre out there make sure you hit up ro and get yourself the sack from trantulas. then after you have turned in the note, killed narl, handed in shirt and what-not, head back to the HoT to kill willia.
Willia is no longer located in the fp sewers, since fp has been revamped, she is in one of the jail cells below the hall of truth. easy kill, easy to find, you she wont run off before you find her if youre having a lil trouble, so dont fret.
correction on the qeynos roamer - hes not outside of qeynos, but INSIDE. one spot he comes to and stops is outside the monks guild, and his name is Lashun Novashine. same deal with this guy as the bard in fp, 2gp at a time, over and over again till you have at least kindly faction, then you can do turn in with brother hayle.
a lot of older guides are out there and will have you going into splitpaw. this is no longer the case, hayle is now located NW of splitpaw, under a tree, guarded by 4 gnolls with a 30-45 SECOND spawn timer. easy money, honestly, since they all drop 1-5plat each and are relatively weak to a 25 pal.
this quest is really really easy and can be done within a day if you are commited enough, and dont hit too many snags.
i hope these lil hints and updates help you up-and coming paladins out there.

when i turn in items to hayle he give all 4 back an says he has no use for them.My faction standing is amiable. any ideas why it get all items back?

Cannot find this guard or the training yard outside the guardhouse in West Freeport. Can anyone help me please? This is at the beginning of the quest.. i am to find Guard Alayle and give him the note from Kalatrina Plossen

Alayne isn't in W.Freeport anymore. He is in E. Freeport. Find the Militia House with "Find". He is inside there. Didn't get the /loc...but he is down the 'left' round stairs that you see.

Qestuion for anyone that can answer, I did the turn in and for some reason my note was bugged, got all the items back except for the note, tried to do that part of quest all over, but when I give the begger the champane, he does not give me the blanket. Any idea?

There was a suggestion to raise faction by doing the bandit sash quest, but I have yet to kill a bandit and obtain a sash. Only gold teeth and Brother Hayle will not except them. Any suggestions?
Go to the pool in, I think it's qeynos,
(with a small necomancer if you are on FV to bypass TLC) and have him kill the koalindl fishies for you. Then you turn the fishies into the pool guardian for HUGE faction buffs. AFter like 7 or 8 fishies you are good to go. (but you have to give that one guy the meony first to get SEMI DECENT faction so the pool guardian will talk to you before you do this).

Xicotl is found at the dark elf camp in Lesser Faydark with the Dragoon and the priestess Ilandra. The dark elf camp is located at the midpoint of the zone off the southern wall. His placeholder is the southernmost male Tier'Dal Elite (spawn time of 15 minutes).
I have been questing for Soulfire since Thanksgiving of 2004, and as of last night, around 8pm, the coveted sword is now in my posession.
I figured I would share the pertinent details of my experience with you all.
PRELIMINARIES:
The entire "Zimel's blades" portion can be skipped.
The gathering of YOUR testimony can be done solo. When you have to kill Willia, initiate the battle with a root to prevent her from running.
The gaining of the note to Brother Hayle can be done solo. YOU DO NOT HAVE TO HEAD INTO SPLITPAW FOR THIS - SAVE IT FOR THE FINAL TURN IN.
LUCAN:
Pull Lucan to the North Freeport exit/entrance, NOT to the East Commonlands. We initially tried this, and the paladin who was helping me during this portion was trying to pacify all guards, and I don't know if he agged, or if the spell was miscast, but either way, the guards were on him and my party in a flash, and for the life of me, I could not hit it. Lucan, however, is a different story. When we tried to pull him to NFP ent, everything just went a lot...smoother.
Cast Instrument of Nife before taking on "boss man."
Remember, because of the faction hit, the entire city of East Freeport will want your head on a platter. Do your turn in to Valereon, and get out, although in NFP, I didn't have a single person try to attack me.

The first night I was camped in Mistmoor for over 3 hours, no sign of the big ugly. The next day, I zoned in, he was up and ready to be killed. I guess I just got lucky. He conned dark blue to a 41 Pally.
FACTION WITH HAYLE / FINAL TURN IN:
When doing final turn in to Hayle, WARMLY WILL WORK. To build faction, I was using the tried and true "bandit sashes quest." I didn't feel like killing fishes, and I would rather MAKE money that give it away, 2gp at a time. I think I got about 60 or so sashes before I felt "ready to proceed." Yes, I was a little bit nervous of him eating my items, but at the same time, it's very difficult to resist the temptation to do your turn ins when the man is right in front of you.
You CAN solo the turn in, suggestions being invisible from a cast, or buying a cloudy potion (40pp or so) and a gate potion (I think I paid 1500 for 5 doses). Just soothe everything on your way in, or pray that the inviso lasts you long enough to get to the cell. Marr was with me on this one.
2 months, and one flaming sword later, I am one very Happy Paladin of Marr.
Extreme special thanks to Dye, Far, Bell, Big, Gar, and my brothers and sisters at Valhalla - you all know who you are.
If you need help doing this and are on Brell, send me a tell - I am already planning my second attempt of this quest for one of the people who helped me.

Ok, here is my problem..i did the whole quest to get soulfire...i got all four peices and gave them to brother hayle...when i gave them to him my faction was not good enough and he kept the note but gave me back the other three items...now i was wondering do i have to do the note quest again or can i just hand in the the three things. The problem is if i have to do it again i am kos in freeport and i need to tlak to qaurds in freeport to get the missing peice...ok so what should i do???
If you don't mind breaking the Roleplaying, especially since you already did it, you can finish that part up and skip the first part about talking to the Guards and finding the one undercover one. I ended up never even doing that part for my SoulFire... I couldnt find the freaking guard...
Anyways, you'll still need to work your way around the guards, especially to do alot of the questing inside the city... Its alot more annoying but hey, I did that part of the quest while I was KoS anyways.

Fix your faction in freeport.
Look up the quests "Orc scalp collecting" and goblin ears, in HPH and HK respectively.

Casting time instant!? Wow! If this was rechargeable (don't really know...but I really, really don't think it is), it would be the most uber item in the game.

I had just finished my turnin for a previous spell quest and had a few minutes to kill, so I decided to see if Lucan was up. I had a 56 Pally with me (49 Pally). I tried to single pull with no success. Bro and Lucan came runnin. I ran to the zone, but didn't zone. Thought of it as a safe gate, just in case. We double teamed Bro, then went right after Lucan. We had no real problems with it. My partner went down to 70% HP and I think I was down to about 50%. Got the note and headed right out. Aside from being POK in W Freeport, it was a cake walk. [b][/b][Blue][/Blue]Have done this quest a few times. Sword is not rechargable. Have had hilt drop as often as 3 times in 2 hours. Other times has taken 3 hours for it to drop. Lucan is easy. Doing quest now with a new lvl 17 Pal on Marr.....named Jebez of course. Already have faction so good with HoT that I am KOS to Miltia now [What happens when you turn in 200 spider venom sacs and kill 25 piranah] but have my Testamony from Lucan, doing the bog juice part then heading to Split paw should have sword by lvl 20. ok first you do NOT need to do the messenger quest. all you need to do is sit in the seaferers roost in efp. when the drunk ,tykar, spawns just give him 4 droms champagnes. he will give you a blanket. then either have a friend make you a bog juice (brewing triv 21 = 1 water flask, 1 snake scale, 1 bottle) and an edible goo (baking triv 21 = 1 rat ear, 1 fire beetle eye). go to the prison under the arena in wfp and look in the cells til you find "a prisoner". give him the blanket, bog juice, and edible goo. he will give you the key for his box in high keep. then go to hk and give the key to the assistant. *note* the banker will no longer accept items given so you will have to use the assistant. she will give you the letter for brother hayle. it has been said that you have to have ally faction. i have not attempted turn in yet but i am at warmly. it only took about 3hrs killing bandits and 55 sashes. i also made about 250pp for my efforts. not bad considering it had to be done anyhow. next just do the killing and loot hilt and testimony for turn in for sword. go to split paw and hand in first note. once he gives it back with instructions then hand in all items and viola, your very own fire breathing sword. good luck to all and hope this will help ease it a little.

OK I NEED SOME HELP IVE DONE EVERYTHING I NEED TO GET MY FACTION UP AND WITH SOME HELP FROM A COUPLE OF FRIENDS I KILLED SIR LUCAN WITH NO PROBLEM BUT THE PROBLEM IM HAVEING IS IVE GONE TO MISTMORE CASTLE ABOUT THREE TIMES NOW EACH TIME SPENDING ABOUT AN HOUR IN THE SPA ROOM KILLING THE PLACE HOLDER (A MISTMORE guard ) BUT I CANT GET THIS GUY TO SPAWN CAN ANY TELL ME WHAT IM DOING WRONG THANKS FOR ANY HELP YOU CAN GIVE

Have killed him twice fer soulfire part.
1st time (lv51) took at least 3-4 hours for spawn (mebbe longer). Duo'd with a bored 53 mage for kill. Not bad, but shuddered to think of solo-ing at 51.
2nd time (lv64) got lucky while solo, cleansing castle of named and all peons in between. Popped during 2nd Spa area clean-up, mebbe 45min to an hour after 1st clearing.
Zone had been previously empty of PCs during 2nd attempt, so I was the 1st to clear zone in a few RL hours. Don't know if that helped spawn timer any.
PH was "a mistmoore guard".

It took me 15 hours of off and on camping to get Xicotl. So you may be in for quite a wait. No trick to it though... just kill the ph

Ok, you all kinda help but i need more detail, so i wanna know MUST i do all this note passing ******** in free port and why do i need to get the testimony of truth twice? can some one please tell me if i can skip the boring part of the quest and just hand in the items. If so WHAT EXACTLY MUST I HAND IN???

Ok here goes!!!
First: I did my handins with Brother Hayle with only KINDLY faction!! And it worked!! (All of Norrayh heard my sigh of relief.)
I got to Kindly from Apprehensive with about 50 bandit sashes (Qeynos Paladin quest)
Secondly: Sir Lucan!! I thought myself brave enough to solo him. Problem being that I must single pull him with no-one to help me. So I tried it. pulled him and a few other guards to the corner of the zone and zoned. Quickly zoned back again and started looking for him again.
Sir Lucan was trying to rid the newbie area of every orc, bat, rat and skeleton alive. So I parked myself near the gates and buffed up for the kill, while he was happily slashing away in the newbie area. All th eother guards, instead, returned to their spots, thus, Lucan was succesfully seperated Eventually a High Lvl Barb Warrior finished him and the skellie for me.
oh yes, remember to take a gating friend or a gate potion with to Brother Hayle.
