When you do the note of recommendation quest in Neriak 3rd gate, you get prompted to bring a leatherfoot raider skullcap.
Cleric GM Perrir Zexus at /loc 408, -781, -51. When you hand him the skullcap he says (Banner is the character name that did the hand-in):
"Fine work, Banner! You are on your way to reaping the rewards of the spires of Innoruuk."
Faction ups: Priests of Innoruuk, King Naythox Thex
Faction downs: Priests of Marr, Clerics of Tunare, Priests of Life, Primordial Malice
You also get 2 gold, 5 silver, and 8 copper.

My necro couldn't get further key words to do anything but garner insults.
However, I handed in 4 leatherfoot skullcaps and got:
Footman's Voulge which endocrancer sort of hinted at in his post of 2001.
+Indigo Brotherhood faction hit.
-Emerald warrior, steel warrior and Primordial Malice faction hits.

if you're a DE keep these if you heppen across one, they can be used for a sorts of quests in neriak...specifically the warrior guild.
