This whip proc'd for me at level 30. I am currently at level 33 and it still proc's pretty regular! ;o)

Anyone tell me who drops this or what quest is neeeded to get this? I realize that it's probably WAYZ outta my range to get but i'd still like to know what it takes to get such an item.
If anyone could please post some relative information, it'd be apprecaited...

We pulled one off an Entropy Serpent last night, in the deep water pool near the first sliding door entrance. Easy enough mob with 2.5 grps of 51-60

Yes we are certain it procs on target with a 17 tick blind and not the user.

It procs on the mob and doesn't seem to blind it (ie, the mob doesn't run around blind)

The proc just makes the mob super mad .. uber taunt I guess. Great weapon for PVP.

I know this from first hand experience.

ok poison effect,

drops attack by 5 and blinds the target for 102 seconds

It will cause NPC to run sooner (similar to fear but only when they are low on health) also while they are attacking you, they seem to miss alot more.

Against a PC this will take them out of the fight for a long time, as it causes your screen to go black, though you can still use hot keys.

This weapons real strength will be in PvP encounters.

Nice to see the dual use though :)

this is a great weapon, but the question on everyones mind is, whats the proc do? and dont just say poison or ill track you donw and kick your ***.

coupla questions on this item. first off, why the heck does it look like a belt? second question, why the heck can all of these classes use it when it procs a rogue only poison? poisons are supposed to be a class defining skill for rogues, but they make one of the deadliest rogue poisons available to all melee classes as a weapon proc? Oh well, at least its rogue useable.

Why wouldn't you use this as an off hand weapon the armor class isn't that great so just use it as a weapon. Any one else see it differently?

12ac is pretty good for a belt, although there are better belts for stats and/or haste. As a weapon, yeah, I agree it's better used as a weapon.

Did anyone happen to notice the Dmg/Dly or proc on the item? the agi and resists are okay, but 11/23 with a high-level rogue poison proc? and nevermind the 12ac (name another weapon with 12ac, hehe). I think its a great item, and only wish it wasn't lore :)

I totally agree. This as a belt is worthless just use a thick banded belt and put this in your off hand. Anyone who wouldn't use it as a weapon is a moron. With 12AC on a weapon plus the other stats it is Damn Good!

This seems like an excellant pally weapon. They are more damage absrbers then dealers.

The ac on this is insane for a weapon and it's one handed so you can use a shield with it. So the bonus of this weapon to a pally would be

12+A ("A" being the ac of a shield)

Now, if a warrior or ranger wanted to take full advantage of the AC they could use this and say a Frostbringer that has +5 AC or a Wurmslayer that adds AC.

This and the Frostbringer would be +17 AC and somewhat less important, both of them have a proc.

You need to read a little more carefully, It also says that it can be worn as a belt, and or 1HS weapon.A great dual purpose weapon/armor combo, Im impressed that they did this.

monks can in fact use some 1hs up to skill 1 in it, pathetic isn't it. They just have to use it for ever while they should be increasing their 1hb or their h2h skill.

There are many weapons available to classes with no skill with that particular type of item~I was goofing around in Crushbone the other night and got a 2h Dwarven Axe which i can use (Rogue)
