I make arrows much better than this for a lot cheaper than what it costs to try and get these through loot, assuming you would be hunting instead of sittig around trying to kill something that spawns now and then

Just a note to say I have looted this arrow today off of the above named critter in Lfay.
Sad as it may sound I have now killed the above mob nearly 20 times and this is the first time I have looted this type of arrow, I would therefore suggest it is one of her rare drops :).

I found Nillipuss easy to kill, Just if you cast room him and watch him try to hit you while you cast spells on him.
