The boots probably have no minimum level to activate. I dropped a pair on my rogue twink, and he was able to use the effect at level 10.

Full Cobalt at 55 is not that hard to attain in high level guilds farming quest armor in ToV. Most guilds hand down the Cobalt to lower level guild members as they fill their quest armor from Kael.

Monks aren't tanks they're bascially manaless nukers. They are intended to be used for pulling and damage output; not taking hits. If these had agi buffs and lower AC yea I can see it being monk suitable, but a monk getting 24 ac +7 str and 20 hp off boots is too good and you know it.

as for not being tankers..
I hate to break it to you..but no class can outtaunt my lvl 43monk with a RFS and Seb Cloak

tho I hit my AC max a long time ago..but the buff would be nice along with str :)

i know a class who can outdamage your monk...its called a ROGUE. Verant actually said that rogues will always deal more dmg than a monk(with equal equip of course). my rogue EASILY outtaunts monks and warriors when i dont use evade.

Monks can't use these boots, however we do need AC and str and hps. I am a monk and I have yet to see anything less than a warrior tank (Pal, rang, rogue forget it) at least two to three levels higher then me taunt anything off me for more than a few seconds. Monks pull, get agroed on, get doted, nuked and overall abused more than any other class. Verant keeps our hp low for class balancing purposes, and therefore monks should get as high ac and hps items as they possibly can. Haste items just makes it harder for warriors to taunt monsters off of us. Give me AC/hps!

Ummm... It is very difficult to take the taunt off of an equal lvl. and similarly equipped Pally or SK ( unless they actually mean too, in which case the argument is pointless.. ). Those two classes are the masters of holding agro, Either Anon's posting of siphon, shadow, enfeeble, heart flutter or the Pally FoL, stun, yaulp, stun... if those two classes are the MA and need to hold the agro, they will.

You need to understand that if you are getting the agro as a Monk, YOU are doing something wrong, you don't need more AC, you need to reevaluate your play and adjust accordingly.

Getting the agro is the MA's job, holding less agro than the MA is the group/raids job... why do you think that Monks have FD? It's to let the defensive tank regain agro if you **** off the mob enough to start looking your way ( great for pulling as well, you aren't one trick ponies after all :) ).

Just my thoughts on the subject, of course this is no flame, just my observations... play well and have fun all.

Also, if you are getting blasted by spells while pulling, you need to invest in resist gear, not ac/hp.

As a Cavalier of the 51st Shield, I must also comment on my taunting abilities. Fully equipped members of my profession have these taunting abilities at their disposal:

Flash of Light
Stun
Holy Might (stun with 60 DD )
Flame of Light (125 DD drop spell)
Divine Might (quest spell 65 DD proc to all attacks while active)

With a decent dexterity such as given from a shaman, Divine Might gives a good blast. I have had it go off 3 times in a row, or every 3 or 4 swings.
Those that know their job, what it is, etc, know how to do it well. Leave the critizing of paladins alone. We have a specific job in a group. We can save the enchanter or cleric like no one can, or take aggro off of the warrior a few moments for them to be healed. Once we get group heal, we are mana conservers for the clerics during down time...even during a fight if need be. Sometimes a gheal or sheal is all that is needed from us for a cleric to med a bit more for a better heal incoming soon.
I was main tank in Hands and did well with 2 bards, druid, cleric. Aggro was on me when the Sentry of Sathir came up. That was one tough fight with it hitting for 145. After everything was done, one of the dead mobs had cobalt boots which I won. I traded for Lodizal boots to an ally guild member.

Reason why a rogue doesn't taunt off you for more than a few seconds. We have this thing called Evade. It works well, almost like how your FD would work if you knew how to use it.

OMG!

High level mend > 25% hps.

And FD does work in group. Did you ever get the message when you tried to FD: "Sorry, you can't use this ability. You are in a group."

Then you say "WTF I can't FD when in group cause then the cleric/chanter will die"

Then I say "Uh. Your cleric should heal you, and chanter can mez. Besides, if you tank in a group on higher levels, you will die anyways."

And grouping/raiding is what you do? And you don't use FD? hahaha my god you are not supposed to take aggro, and if you do then FD to make it go away! Also you should PULL! Tag! Etc. But I guess ... if you don't FD in groups or on raids, noone wants you.

You have a cleric then. Use him/her.

hermm what are you smoking? a ranger half your lvl could taunt a mob off you. not kidding...at 45 i can out taunt a lvl60 monk with epic. Its easy. press taunt, cast snare, press taunt, cast flamelick, press taunt, cast stinging swarm, press taunt, random nukes and re aply flamelick...you would have to kill the thing before getting it off me. I friggin held aggro on mobs in CoM while grouped with a wizard who was nuking as soon as i got to our camp. only when i really wasn't trying or we got a n add did he get attacked...and even if it did start twards him i would have it before it even got halfway to him. You obviously have no clue what rangers can do. And never grouped with many who knew what they were doing. We are the ULTIMATE peelers....any smart caster knows and loves a good ranger....ohh and btw i can't think of any other class that can hold the aggro through a fight while a wizard is cahin nuking from begining....no other class can...SKs are close but still rangers would win. And btw rangers need ac/hps more than monks do...heck rogues have higher defensive skill cap than us...

My main is a 41 ranger.. but i have been playin for awhile.. many classes seem to be able to taunt ok.. as long as they know how with what tools they have.. I spent a few hours in Mm last night with a 54 wiz.. was getin some help getting granite.. He only had a few problems.. and when he did, my job was to peel, and it was very easy.. A snare/taunt/flamelick/taunt icetooth claws/crystalized blade/call of sky.. definately kept them on me.. Damage isnt always the major factor in getting a mobs attention.. its how bad you **** them off so i have seen.. and makin them walk slow and lowerin their ac a little seems to do that fine ;)Oh ya the boots.. very nice.. lol

sk is ten times better at taunting. Taunt it, siphon str shadow vortex,wave of enfeblement, heart flutter, etc. and you will be taking hits like a *************.

Actually I only see these going to monks or bards. They are damn fine monk boots without the buff, which if I remember right doesn't stack with clerics' AC buffs. And bards' spell stacking is coded a little differently so they can stack certain right click items over spells that don't normally :). The other classes listed won't need the buff in a group and should have boots with at least a little better stats by level 55+ :)

If your an Sk and wanna keep aggro just debuff the mobs ac. Maybe followed up by a darkness spell or disease cloud. Works for me.

Not that it matters but are these boot green? I have a full suit of Ivy Etched Armor less the boots and it would be cool if they went with the set. But I would not care if they were HOT PINK with those stats. Like I said just wondering. :)

Yes they are a very dark shade of green. The funny part is that you can STILL see green boots when in wolf or werewolf form. Easier to find your corpse that way in a pile of wolves I suppose.

Turtle Skin is a triggered level 14 shaman ac buff. It can be cast on others and stacks with the skin-like series.

hehe these r sweet boots with ac vs wt rayio and they dont let monks wear them?? there the only class i can think of that would want these the most lol... if u can kill the turtle u r already in Planar\Kurnak armor plus or minus things here and there.. ughhhh i am not a monk but i feel for them and think verant should re-think this item's class compatability. just my 2cp ;) later

***** that, Monks get like the BEST things in the damn game its a good thing they didnt get to wear these.....Just look at all the monk equip and the war equip...Monks get way better stuff, you monks to whine about EVERYTHING until u get it your way. Just look at that Ton Po Bo's staff of Understanding....Its godly just just one thing, there are alot more monk stuff that is godly out there, they need to come out with some good war stuff

Too perfect. Just because something is light, doesn't mean is should be monk wearable. The AC is way high for a monk item. There's only a couple items that are even close to that AC, one drops off the efreet in Velketor's lab and weighs 3.0, the other drops in Veeshan's peek and has haste as well as 0 weight.

Also note that it is only wearable by chain or better based melee classes, so those are the classes the boots were designed for.
