Verant did release a statement about Charisma and Fear / Charm / Mes.. They said.. Charisma Does not effect Fear in the slightest way... but does effect Charm and Mes a tiny bit

First about Fear:
Negative Charisma have no noticable effect on fear. I have played a necro for 52 levels and I know. I have even tested this extensively, with CHA as low as 1 and as high as 160. No difference whatsoever. I will post my results, if I can find them, here. Just have to look through my papers *sigh*. I tested this on level 49 on about 90 mobs... 1 CHA didn't make fear last longer OR less. Resists were same too. About 1 in 15 - 20.
Accept the fact, it has no effect. Only thing I noted, however, is that mobs seem more eager to attack YOU when you have low cha. Here is one incident:
I had 1 cha in ToFS and got a goo on me. I hadn't done a thing to it, no spell cast on it etc. I tried to get it off me to no avail, my lvl 49 pet hit it HARD, as did a lvl 52's pet. Still it was after me ONLY. Why I don't know.
2nd example: My guild killed Faydedar in Tim Deep. We were approx 40 ppl above level 50, enough for an easy kill. We pulled, then I saw the dragon thing come... first person he killed was ME, standing (YES STANDING) at the back ready to nuke. I hadn't done ******** to it, and it had lots of meleers hitting it from the beginning. I quote: "You have been summoned. Loading, please wait..."
Why? Because I had 1 CHA? Hum. That was when I remembered the incident in ToFS. *shrug* And same thing has happened before... your guess is as good as mine. Just a thought.
Now to this item. I have no idea what it is for, when identified I get the message:
Item Lore: You don't want to know.

mobs aggro cause youre so damn ugly its thinking "EWWW GET IT AWAY GET IT AWAY" so neg cha would be good for warrior bad for monk or rogue (think thats another reason quite a few of their items have cha on them) lol well it seems all the cha in the world cant save a chanter who tashed a mob and is gettin beaten and summoned... You shall not evade me chantersuchandsuch!

Now just to set a some things straight about negative charisma.
1st negative charisma acts to agro mobs, the less charisma the more likely mobs will hate and go after you in a group which works well for monks to get mobs off casters like healers since they don't have the taunt skill like warriors.
2nd Negative charisma has no benefit to casters like necro's since their fear spell works almost always in comparison to a monks Instill Doubt.
3rd Negative charisma doesn't effect the length of the fear spell.
4th and lastly Monks get the most out of negative charisma by improving their chances of fearing a mob with Instill Doubt. Charisma works like this for example:
<Higher charisma> = Npc's a ability to like you and willingness to talk and the less likely mobs will agro you in a group, charisma is supposed to make your looks better but who's heard of a goodlooking ogre =D
<Lower Charisma> = Npc's and mobs distaste for you and it effects your appearance to them making you uglier to the point of being scary looking in theory, which should in effect should help a monks <Instill Doubt> skill to create the Fear Spell effect.

Well if yer theory is correct, then low Cha is a silly idea for a monk, i currently run around with 120+ cha on my 48 monk and the tanks have a hard enough time keeping the aggro off me, Monks with aggro=lom healers cause we just arent meant to be tanks. As a mtter of fact in most situations i have to remove the agro myself by not attacking or FD,as the taunters cant get them off. I must say though that SK's with their array of aggro spells do a pretty good job keeping agro with their dot's/snares/siphon spells.

i found a good pallie is about the same if he/she uses their stuns properly, plus they can aoe heal and other neat stuff

The only reason I ask is because I have a 35 monk and almost every single "monk" item I have ever seen has a +char stat adjustor. I am not talking about items that are good for monks because there a ton. I am talking about very specific items only for monks. Cresent armor and the Headband and Sash reward items are good example. If neg Char was a good thing for monks why would there be so many positive adjustors?

Some spells have multiple checks. The most notable of these being enchanters charm/mez spells.......they are magic based, so mob saves agaisnt magic, but also charisma affects the mobs save rolls.
So it could easily be the same for fears. Mob checks agaisnt MR for fear, but roll is also affected by necs cha, or lack of it.....

This spell causes all Player Characters upon inspecting your character to suddenly do a /shout ROFLMAO! This is like the fear spell and the PC will lose control of their character and start spamming ROFLMAO until a GM comes along and deletes their account.
This is a truly DEADLY mask!!! i will pay 15k pp for it. It is UBER on PvP servers, /tell an enemy shaman to mem all his disease and poison spells and then duel him after making him inspect you. It will be more effective that way.

Hehehhe....other than the icon suggesting that this shouldn't be placed ANYWHERE on the body, the negative 20 charisma makes me think this is a quest item of some sort...but then...some people just wanna be ugly I guess!!!
