It also drops off of a snow dervish in the Eastern Wastes. It's a rare drop for them there.
I was a 54 pally collecting Snow griffon eggs for Coldain Shawl Quest. While i was in Combat the Dervishes agroed me, I found this to be a common drop from them. I was mostly camped beween the Orc fort and the sleeper. They fall of any type of Dervish.

got one tonight off a regular run of the mill snow dervish, level 34, as he was white to my druid

killed about 10 frost dervs in IC and EW until it dropped. had 2 daggers until then.
they hit rather hard for their level.
PS: i think i'll bring my int caster alts over to get one too. nice and doesn't cost anything. much better then dustscryer ball

I looted one of these off a Dervish my first night in Velious. The freaky thing was that my partner told me I'd get one in a few minutes. It sounds like its a fairly common drop. I also got a cold-based dagger too.
I welcome the gems bonus to Int and Mana, but keeping it makes me encumbered. Still, it's a good trinket.

The Frosted gem is secondary melee or ranged slot.

Got one last nite froma Pulsating Icestorm (low 30) outside tower in iceclad.

Mine was off a blue Blizzard Dervish. I am a 51st lvl Druid. Best range item I have seen that I wasnt REALLY expensive. Does anyone know what quest it is involved in though, Maybe it will be even better!
Looted mine from a Frost Dervish, very green

I got mine off a frost dervish as well not far from the bridge to iceland in the Eastern wastes.
