Helrazer is correct. Don't pay any attention to the locs posted in this article. Focus your search around the dragon statues in Iceclad Ocean. You are looking for a small small near the base of one of the statues. Don't make it any harder than that.

God this zone is too damn big.
Facts are It will look like a small bag, Laying on the surface of the ice. It can ground spawn beside either of the Dragon Statues. SO easiest way to find it is ***** all these misleading loc's and start at eastern wates zone. Run the center of the land mass and look for dragon statues....walk around them and look on the ground for the bag...no bag keep running... YOU WILL find it.

Used this method in January of 2012 and found it in 5 mins. Was at the 2nd dragon statue I found.
If using maps from mapfiend, its located at the Shawl 8: 3rd Wave location on your map.
If not using these maps (which you should be) its located South West of the teleport point into zone, dragon statue is in viewable range from the port location.

I found this by the statue at -1290, 5865.

Don't have a loc for you, but i found one sticking out of the snow at the first dragon head statue nearest the bridge from EW
