We have a report that this quest functions circa 2016, which is contradictory to older reports of this item no longer being in game.
Either way, we could use a modern item window pic of this item.
We could use a pic of someone wielding this item.
If anyone knows the clear history of this item and related quest and care share the story here, that would be appreciated.

The nerfs that you are seeing to healing items were made to stop the various methods that people were using to solo naggy/vox with twinks
The Bozo's at Veriant never cease to amaze me. Nothing like sitting around in this post PoP world and thinking of Old World Gear to Nerf. Look Im sorry but most old world gear is JUNK now and to much of a pain in the *** to get. Pain = Time sink and just not worth it even to the Meth/Crank freaks who seem to play 24/7. Evercrack has become boring to me. 3 years of playing only to have the max level raised another 5 or 10 levels every year.No drop spells for new expansions that come out every 3 months. GMs with attitude make people I have known for years quit in frustration because they made them change good non offencive names/surnames. Yet at the same time the local stoner can have names like Bongdude,Greenbuds or yes even sloppytwat. I even seen a guy named Japslap chit chatting with a GM which suprised me in our current PC world. After all this I am suppose to enjoy the game more?I have 35 people on /ignore because the game has become a TEEN chat room filled rude kids,scammers and hackers who sport a million PP worth of gear and cash. No wonder horses cost so much. Got to find a way to take hacker cash I guess. Go figure. <clicks her heels> There is no place like beta. There is no place like beta.

I could have sworn that the one that my SK got had 2 charges to start with... unfortunately wasted one but the other saved her life while trying to escape from an irate "A ORC" in Oasis a while back.

Do you need to wield the reaper to get the complete healing spell to work or can you just use it in an inventory slot like jboots?

And it is very nice on Sullon Zek. I laugh at the 10P to gypsies on a normal server worthless on Sullon Zek I been offered 50P for it. Gonna replace it with a grobb cleaver when I get to do the quest though.

Actually there is a way to recharge it. It involes give some pp and the Reaper to an NPC in Neriak 3rd Gate. Just don't remember her name.
Actually, you are thinking of the Ring of the Dead, which could in fact be charged, but since it was overpowered (had a charge of Bind Affinity, which apparently Verant will never give to non-pure casters), they replaced it with the Reaper of the Dead, which is still a very nice item, if used in the correct circumstances.
An item does exist that is available to non pure casters, it is called the locket of escape and allows you, even if pure melee class to bind anywhere... they go for 50k+
Locket of escape also no longer drops
