If you follow the link to the spell effect, you'll see "Target Type: Lifetap."
Ok, This may sound really stupid, but I would love to know at what level I can use this? It states level for effect 65, but level to attain and required level is 70? Can someone clarify exactly what each of these mean.

You can also get this stone at 70, and loose your lvl due to death and it will still proc.
Required Level trumps Level for Effect. If Level for Effect were higher, you could equip the item, but it would not proc until you had reached the Level for Effect. In this case, Level for Effect is meaningless, but we show it for the sake of completeness.
