First off you need to start the Cultural Armor Quest located at your home city. Depends on race/class combo. After that you talk to the Tradeskills Taskmaster. They will start your tasks to aquire this,...note: It starts with Journeyman's, then Expert's, then Master's, then Grandmaster's.

In order to get the GM gear you must also have Dragons of Norrath. The items needed to create the armor and augments can only be aquired via DoNs.
