February 2017 on Ragefire TLP server: Went to Permafrost to farm ice goblin blood and permafrost crystals. Got this Wooly Spider Silk Net, sold it to a buyer at the bazaar's buyer area for 1000pp. Nice plat for a meh item.
If you farm it, be sure to clear out the whole jail each time. The drop is fairly common, but the jailmaster who drops it is somewhat uncommon. He's at area 9 on this map: https://wiki.project1999.com/images/Zone_permafrost.jpg His placeholder is usually an ice goblin caster, and it's in a room with about six other ice goblin pops. If you are quickly dropping mobs, you can efficiently farm the jailmaster and other nearby named (Archaeologist, King, Scryer, Elite Guard, and more) in areas 10, 8, and 3 (same map), with area 3 being the stretch because there's so many things to kill in the King's area.
Here's the secret to Permafrost: TURN OFF EQ LOGGING! '/log off' is the command line (without quotes). If you have logging turned on in Permafrost, when the NPC's cast Center, which happens all the time even out of combat, your computer may slow to a pathetic crawl if not crash. It has to do with Center being an html command which screws up your whole log. But with logging off, Permafrost is a nice zone and you'll probably have it all to yourself. Old school EQ for the win.
Other Permafrost tips: Large races may want/need Shrink(s). It's a pain to get to Everfrost unless you use a "Potion of the Frost" which is usually available on bazaar for a couple hundred plat and takes you straight to Everfrost, although on the other side of the zone from Permafrost.

I don't know if it works on *this* item or not, but you can put some items that don't disappear and a mana battery into a toolbox, click combine, and sometimes get the item to recharge (non-tradeskill, you do not have to be a tinkerer to do this) - thing is the batteries may be more expensive than the time necessary to kill this guy and take his net =)

These are better than the Crystalline Nets, the Velious item has a casting time. These are instant.

Yeap, I can confirm that they have 3 charges.
you can get this same item in CC but it has 2 charges per item

Well if it doesnt disappear like potions try seeling it to a vender then buying it back. It works for pumus so i would imagin it would work for this as well. Becides your probably better going to Crystal Caverns and picking up some of the silk nets from there. They have 2 charges of root.

No, that trick didn't work for me.
btw, these nets are great for soloing magicians. With 3 charges and instant casting time, it saved me a few times from sure (and usually stupid) death.
I always try to keep one in hot key slot unless I need another glowing backpack badly (yes, greed kills the magician. :( )
