What if you take the Illsalin Insignia Ring (31% haste) and augment it with this one. Does it still stay at 36% or do you get 67%, since its still just one item, althou an augmented item.
Short answer: no, haste doesn't stack, so you'd use the highest one you have equipped, or 36%.
Longer answer: there are different kinds of haste (item haste, spell haste, bard over-haste) which do stack to some extent, but all item haste modifiers are the same type for the most part, and therefore do not stack.

Uses the same stacking rules as everything else

Does that mean you wont get the haste untill level 70? Or lesser haste?
You still get the full 36% Haste. The Attk however shows up +9 for me at level 67 for example.
After 16 years, I'm not listing every friggin character.
