Just a note that if you equip these augs in an item that already has a recommended level of 70, then it does not change the stats on the weapon.

I think the purpose of recc levels on the procs is just to reduce the stats of whatever you put it in until you reach level 70.
As a rogue I certainly wouldn't put this in, especially a mainhand weapon, if it was going to reduce the damage.

BEFORE you purchase and spend your hard earned radiants or ebons on this item or most of the others listed as accepting Aug types 4, 8, and 9 ... be careful as most DO NOT fit in the slot 9. I assumed with this being updated as of May 25th it would be correct but isn't. Alla... please correct this. =)

So with items a recommended level is the level at which you get full effect of stats and required level is minimum levle to equip. Since this has a recommended level and a required level will it still proc before required level? If so does it just proc for less points?
You can't equip a weapon with this aug before your are the required level (63).
The aug won't proc until you hit the Level for Effect (65).
Whatever you put it in will become a 'recommended level XX'-weapon (in casu, 70), effectively lowering damage+stats on most weapons, even if the weapon itself has no recommended level of its own.
