This Fabled spawns in the Middle cave in the underground cave complex between Mines of Nurga and Burning Woods tunnel in Southwestern part of Frontier Mountain.

Note that the Fabled Chief spawns in the same room and is alot harder (50th lvl - hits for about 200 - casts FEAR, Boil Blood, etc).

Goblins in this cave respawn quickly so you can be swarmed. Fabled Soothsayer has about 3K -4K hit points was beating on my 45th mage with only Arch Shielding, Inferno Shield and Phantom plate - no serious damage to my mage with me casting Shock of Swords and a 44th focused fire pet and 59th necro pet beating on him.
