Dragons of Norrath
Soloed Pickler w/ my 70 Druid. Anguish/Tacvi geared. Max hit was in mid 800s. Kept both DS's on, loaded him up w/ all high level DoTs & chain cast Barkspur on self in between Ancient patch heals. Unfortunately friend went LD who was coming to loot the sword and noone else in zone at the time so it rotted. Was a fun fight though.

I got this weapon at level 58 and have been holding on to it in anticipation. Just turned 60 last week and this sword makes my "Blade of Disruption" and "Mace of Dark Glory" pale in comparison. Its DPS output is awesome and I've been very happy with it so far. As with most of the other weapons I've had the Graphic on it is a little lame, but HEY ..you cant have everything.
Dang, was hoping for something REALLY hot (better than my Edge of Envelopment)... but the ratio on this seems a bit weak for a Fabled drop...

The effect, soul bond, is a 350 point heal over 5 ticks leached from the mob. So it does 70 HP per tick DoT and gives you the HP. I'd love this weapon, I just don't see my guild taking down a level 70 fabled at this point.
Unless the proc was upgraded, this is a "Splurt" type lifetap.
5,10,15,20,25,30 -> 105 hp lifetap over time.
I am unsure as to if this proc is effected by any AA's or Foci, but it wouldn't make a huge impact. Also, the proc can rewrite itself, starting the lifetap at 5 again.
While the stats are quite nice, this would be worth it (to me) if it had better ratio and better effect. As it is, a Tae Ew Two handed sword is comparable and easier to find.

Got that off Lucy when it first came out, they must have changed it.
Pickler was dk blue to me at 66, so definitely not level 70. Was easy to take down with one group -- warrior, chanter, 2 mages, 2 clerics, all between levels 62 and 68. Brogg was level 70 and definitely much tougher.
