62 cleric here. I also have a 60 rogue. A 70 necro guildie was going to help me kill him for my rogue, but a warrior was there already. The necro left to attend a raid, so I stayed and helped the 59 warrior. His HP went down quickly, and I was running low on mana. Two others who wanted to camp joined in with the killing and healing, and the Fabled soon died.
The warrior was camping him for his shaman, but he wasn't inzone, so said I could have the ring. I passed as my rogue wasn't logged on (different account). After one of the other two looted, I realised it was actually better than the two rings my cleric was actually using. :(
Now gonna camp him for the rogue and cleric. :P

well how can i get to this place? is it still open? what level requirements it take to get into here?
This quest was part of the last anniversary event. It ended when that event ended.
Whether it will come back next year is up to the development team but they did bring back the previous years Fabled MoBs with last years event so it's likely it will be back again next year.
Fabled Eldak appeared at the back of the tunnel in the giant fort in Frontier Mountains and was not hard to get to if you had a force sufficient to kill him. He will appear in the same place the normal Eldak Howlingbear does now if the event comes back next year.

This is ring isnt that bad, and the price is right(free).
Heres how my experience went. Went to the bottom of the cave in the FM giant fort and killed the non fabled version twice. I didnt pay careful attention but it seems to be a 20 minute spawn timer. The fabled version popped and I had no buffs because I figured it might take a while to get the fabled spawn and I didnt feel like rebuffing constantly. So, when I see the big guy spawn I rebuff and am lom, without kei. About this time 4 level 70s enter the zone(i kept checking because I was paranoid someone was going to nab it while i was medding).
So I(a 65 bst) jump him at 60% mana and self-buffed and figured he wont be that hard since the other level 55 fabled werent bad. Wrong. He hits for 529 max, enrages, summons, and has a bucketload of hp. I got him to 3% before he buried me because I ran oom.
Next time I bring a cleric with me and he was cake.
Some things to note are that I had 4800 hp self buffed, no offense/defensive AA yet. He was "mostly" slowable. Had I not rushed the fight I could have killed him the first time around.

Is this mob still 55 or is he higher page says he is 55 if so i can take him with my 55 monk and 54 cleric is a aewsome ring for my cleric =)

Like said below, He summons, enrages and Also he mitigates slow.
um k who ever claims this dropped in KC was high as a kite lol this ring drops in FM off of The Fabled Eldak Howlingbear

Drops off a Frontier mountain named Fabled Howlingbear who has its pop location in the tunnel of Giant Fort.

you're thinking of the fabled band of eternal flame....that drops off of fabled skeletal berserker in KC...has similar stats and mana regen +1
