As far as I know all PoA quest pieces are droppable
tis item is not nodrop, it is tradable, and you can actually make decent coin selling it

Every Thunder Spirit drops a Tessera, every time in my experiance. These are a 12 hour respawn, so if someone was heading here and wanted to be sure and get the Tessera for their class you may be able to sell it. However this seems like a hard sell to me. The market is pretty narrow. By the time someone needs this item they have likely been to PoA a few times and (if they were smart) picked up the Tessera for thier class.

Look at the top of this page, and you will see it is a part of a wizard quest... and if you want to know more, it is for the Augmentor's Mask. 8 agi, 9 Int, 6 ac, 9 mana. I feel it is one of the better facepieces a wizard could have.
