Found it at Scribe Rikik in Mountains of Rathe too.

I was browsing through the shaman spells for sale in PoK, and came across some Blessed Water of Mithaniel Marr in the inventory for sale of one of the spell vendors. It might have been sold to vendor by someone needing cash to buy their spells ... I don't really know ... but she (a female vendor) had a good supply of it and was selling it for some goodly plat ... around 20 or so.

UPDATE ... the blessed water Must have been sold to the spell merchant, for, since the new DoD patch, the spell vendors in PoK (Xegony) no longer have any blessed water flasks for sale.

As of 03 September, 2005 Scribe Rikik does not sell Blessed Water of Mithaniel Marr.
EDIT: Scribe Rikik now sells Blessed Water of Mithaniel Marr ~ and ~ Blessed Water of Innorruuk as of 27 October, 2005.

You can find this on merchant Hulos Ghenar. He's in the Temple of Marr in North Freeport. Location 94.69 by 279.72.
He also sells the water of Esri Marr as well
