Now a year later, let's take a little history trip starting with IceDrake's post.
1) there are huge profits being made in all but the journeyman's armor (which sells slowly as most peeps find the quest fairly easy)
2) few people get past the Expert level as they do not have the a) patience, b) interest or c) friends necessary to complete the higher level quests.
3) Even buying all the droppable items in the bazaar, there is still a market for doubling your investment at the higher levels and sales are strong.
4) PoP to PoTime is getting less and less popular due to the DoN and DoDH expansions. Many peeps persued old world progressions only to get left by the wayside by their guilds or friends who abandoned them in favor of newer expansion persuits. These cultural pieces give peeps without the new expansions, or too poorly equipped to join their friends, an alternative to equip themselves or to make enough pp to buy the higher level tradeable gear from the newer expansions.

In summery, Cultural armor DID get popular and, a year later, is still enjoying strong interest.

More importantly, you have to be grandmaster anyway to make the EP/Time geared stuff. And in order to get the grandmaster book, you have to be level 70... Maybe for those of us on smaller servers with fewer folks EP/Time geared its a way to get gear near that...but then again, nobody knows yet.

But if the result is droppable/attuneable, that's a great potential money-making item.

Of course, knowing SOE, the effort involved per piece will approximate getting an epic weapon in rarity of drops (ie, scoriae, slugworms) combined with rate of failure.

Have you even read the new cultural quests? You progress making it better as you continue to work on the tradeskills.

Step One:

* Obtain your book through a level-appropriate quest involving a "Tradeskill Quests" NPC in your home city.

* Books: Ancestral (20th level), Journeyman's (30), Expert's (50), Master's (60), Grandmaster (70).

Let say this is correct and final armor will be between Ep and Time quality - but what will it take to actualy make? and who will be making it?

Lets take little history trip:
1st Cultural armor that was put into game (somewhere after Kunark expansion) was slightly better than bronze while most of people who could make it were allredy wearing Kylong and Sebilite

2nd generation cultural armor (for example dark prince) was actualy decent but people who had enough skill and cash to make were allredy wearing high end Velious quested/droped gear

POP crafted armor-very nice indeed, now where do components come from - right Elemental Planes - and who was actualy make those? rigth peopel who were alredy wearing Time gear

see the pattern?

if this armor gona be as good as Ep/Time they only people hwo will be able to finish it gona be people who currently raiding Tacvi/Anguish

Not worthless crap. There's a lot of good stuff in the DoN cultural armor. Even if the people that make it are wearing better, it gives those that have saved a shot at buying better. This will improve the level of "bazaar equipped" players a lot. Unfortunate that plat/tune buyers will also have improved gear, but that's a whole different subject. I'm just glad to have another option for tradeskilling that might actually be better than items I can farm solo!

I upgraded my cleric's banded/fine plate to the original human cultural from the freeport forge. When the blue diamond stuff came out, nearly every piece was an upgrade. I never once wore a single piece of velious quested armor (unless you count my 8th shawl).From there I ended up making him livestone BP and greaves, from components bought in the bazaar, and off of npc merchants. Most of the elemental raiders seemed to prefer selling the parts, rather than making the armor. I made nearly 1 million plat making and selling farwater, livestone and inferno plate. I never was able to get the ingredients for windessence though.

I think you're WAY overgeneralizing in the statements you made. There will be a LOT of people who will be thrilled to see upgrades from their LDoN armors. I still wear an LDoN BP, even though I finally joined a raid guild in January, and have upgraded most other slots to time or GoD/OOW gear. I know a lot of people in non-raid guilds, who have more ldon gear than anything else.
