These dropped off of the Berzerker 1.5 Mob in Old Sebilis, I think the Ancient Sebilite Protector or something like that?
As nice as this is, by the time your 65 you can esaily obtain better ND Shoulder slots like the one from Thundercrest Isle, drops off one of those goats, has 36% Haste and stuff like that.

But w/e, this is nice, but at lvl 70 when you obtain this, you should have better + This isn't such a biggie since it's non-twink *grin*

Hey fallgore... lemme guess, you've seen those ND Shoulder's from Creator mission how many times now... maybe once? having done over 100 creator missions on 3 different characters, I have yet to see those Haste Shoulders drop... atleast 40 missions were lvl 70 group average.
So saying that...

makes me wonder how much paint chips you ate as a kid...

This also drops from the chest from krekk in RCoD (Final warrior 1.5 epic fight) I got them the other night when I finished my warrior's fight.
