This isn't part of the butcher gloves quest, since I have the Butcher Gloves but never had the meat (unless it's a different ogre butcher gloves quest). The Butcher Glove quest requires your to deliver pickled Froglok Legs from Oggok to Neriak.

Does this even exist? if it does who and where does it drop?

It is not dropped. It is obtained as part of the ogre butcher gloves quest. Starts in Grobb or Oggok can't remember which and involves delivering this meat to the butcher in Neriak for the gloves. Gloves add 25 disease and poison resistance so they are nice but only Trolls and Ogres can wear them I believe and faction does play a roll in the quest.
