Dropped for me tonight off a snow orc trooper just outside the newbie caves in Everfrost, so all info here remains correct (just been a long time since anyone posted on this item).
i thought u have to be a higher lvl to get kei

Well, the real trick here is getting KEI at level six, now isn't it?

Look at the dates on the original post . KEI was not level restricted in the past (so a level 1 caster could get it .. and it, obviously, was changed)

Kill the Snow Orcs and when you get the Wrath Orc Wristbands and turn it into a man named Hoyce MacTaegan who is an NPC by the Beastlord guild, you get a Field Priest's Leather Tunic which is a no drop item and it is STR:3 AC:11 WGT:0.3 . Not bad for a newbie armor..
There is a BAR BST quest using the Wrath Orc Wristband. I don't don't know what you get but I think you only need one.
Give Wrath Orc Wristbands to man in buildings not far from Beastlord Trainer in Halas, I'm not sure but I think you have to have completed his precious quest to get xp for wristbands. The is the best xp for young beastlords all the way up to around lvl 15 in everfrost.
