The encrypted note will not drop unless you go through the quest dialog with Tavon Vastsea and Jomaj Kaiijin. This spawns a kyv runner, once killed there is an emote saying he attached the note around an arrow and loses it. Kill the trash mobs around the zone until you find the note.

Killed atleast 50 mobs, all over .. Originally thought it would be from a mob right in the area, after clearing all of them, then inside there temple (was hunting tounges, for another quest) and clearing outside near where killed Kyn Runner, started just randomly clearing and killing around zone .. it dropped from a ra`tuk decapitator near middle of zone ..
