A Clockwork Merchant sells both the quill and the parchment. He is in the Ak'anon library, near Tergon Brenclog, where Int. caster spells are purchased.
Sld by Clothspinner in North Qeynos when she is in merchant mode in front of the Smithy Building.

This is in the Caster's library in SH. when you zone into SH go up the steps(like you would go to Paludal Caves), take a left follow wall till you come to the ramp leading down into library, when you get to the split staircase there is a door to your left go in it and she will be vendor on the left hand side.

One of the guys in the necro tower in west cabilis sells a quill. He is up the stairs in the back of the tower.

same here except then when i gave it to gummin he kept the note but then again i didnt give him a lager but he doesnt say anything about that so i dont know if this quest is working

he wants one last drink before signing the order, so i believe you need to give him the lager. it worked fine when i gave it to him.
