I would have to say its possible Sony was thinking ahead for a change? If you are barely 69 and have this ring equiped and you die and unding to 68 you can still wear the ring :)

maybe just maybe! if you just dinged 69 and went with ur guild or whatever to kill the Queen. You won this ring. Than after the raid you de-lvl'd. Dunno but maybe you should just think about things a bit! =)
