This dropped today off of "a noc darklurch" in Bloodfields.
I can confirm that it still drops in Bloodfields off a twisted stoneworker as I looted one today.

I was fooling around and noticed around dusk -- mobs that had epic no trade items on them had a glow around them.. Hope this helps you find them faster..

No idea what this is for but when you identify it says one quarter of an instrument maybe if we can fint the other 3 "one quarter of an instruments" it can be combined or quested. /shrug
