I can confirm that An Ukun Packmaster drops this item. He does take the place of the wandering spawn in what we call the gorge which is near the Pixxt Arreand Bodybender spawn. He also occaisionally drops minor and lesser runes but not consistently.

Drops from an Ukun Packmaster in Nobles Causeway, this mob spawns in place of the wandering Ukun in the small valley near to the Pixt Arreand Bodybender spawn.

I found one of these in the bazaar for 3000pp on the Torvo server. I use it on my 57 Cleric. I think it is some good gear. I auged it with a Save vs magic until I get some more STA augs.
