Just dropped from a murkglider in Noble's Causeway.

it drops in harbringers tower
Not sure if this helps, but it's not too uncommon. I believe it dropped in Wall of Slaughter off of unremarkable mobs, plus maybe Nobles Causeway. I've picked up 2 and seen several others drop. The broken sword tip seems similar, but possibly less common.
