Found this after some searching around the most annoying part was the all the adds (didn't want to bother fighting them). Follow your map around until you are at the turn just south of the "Sacrificed Remains". From here head to the second left and follow the hallway down. It will be at the fourth pile of rocks you see on the left, location confirmed.

This Section of parchmet is on a piece of rock in the halway before arrive to the Shei Vinitras' room, is where i found it i hope it help you!
