I just got this from a werewolf bandit, I was doing hunter achievements.

Drops from the 'a werewolf' in WK too. Just killed one on Mangler near the bandits on the mountain edge, near the zone line to North Karana.
drops in Devastation too!
Not as rare as the quest says. I hunted these for 2 hours in WK and during that time i killed 6 of these. 4 out of 6 had the claw thats pretty common to me
