These dropped off a Dragorn Commoner in Dranik's Scar, wandering mob.

This item dropped off of a Dragorn Commoner in Dranik's Scar for me tonight. He was a static spawn just north of the Ukun Gutfeaster spawn point, I would imagine it's a random drop and can drop from various creatures though.
