As a ranger.....I really want this arrow hehe

Since this arrow is not equipable by any race or class, it must be a hand in for some quest. Cruel joke that it is not equipable though . . . (rangers everywhere are sobbing uncontrollably)
iv seen one of these on a corpse, but didnt loot because i was a monk.... i found it on one of the kyvs in natimbi? hope this helps
what GM event could this have come from?
