Not very rare, got 3 off enchainers in WoS when camping there, just not the standard cubby/rh camp getting the 6 rares that you see many enchainers. If you camp chaosfiend/etc and kill more enchainers, you will find it isn't that rare.

Dropped off a discordling enchainer in Walls of Slaugter for us, yard trash mob.
Looks like a wrist pouch and is stackable.
