learn to spell and/or expand your vocabulary. if has nothing to do with the Girplans.
chubby is the word which alludes to "fat". a cubby is a "small room", like a cubbyhole. often like a small recessed shelf.
THAT is why the cubbies are refered to as "the cubbies"...that's what it is: the cubbies along the wall.
also, they are spelled "you'd", "supposed", and "fortune".

This dropped from A Dragorn Darkwarrior in WoS. The NW caves to be exact.
dropped from mob on pig hill too, outside of the cave
dropped from "a elite noc sprayblood" lvl 67.
From what I hear, this and 4 icy crystals (sp?) spawns a mob in the portal room of WoS. Forget the name exactly, but similar like Cain Icewind or some such.
If tbis is true -- it appears it is related to the drops in RSS where there is a story about an Icewind MOB that is imprisoned by the King and Queesn of RSS. I forget the details -- but recall the name Icewind.
We cleared the dungeon 3 times & saw one drop in about the middle of the dungeon.
This item is NOT part of cleric epic 1.5, and is not used in cleric epic 2.0 as of the date of this post.
